Description: 2 February 1854 BARCELONA. Inscripcion de dep. 10 Acciones de 2000 Rs. vn. Serie E. black on pink paper. No 3621. Large format, one cancellation hole. Urgel is on a plain below the Pyrenees (the Bishop of Urgel is, with the President of France, head of Pyrenean state of Andorra). The idea was first considered during the reign of Charles V, in the 16th century, andagain under Philip II and Ferdinand VI, but it was not until 1850 that serious steps were taken. Plans were made, and appeared feasible, so a company was formed in Barcelona in 1853. The aim was to irrigate the potentially rich agricultural plain aroundUrgel. The 145km canal was built from 1855 to 1860. Before the canal was built, the area was very poor and suffered from malaria. The early years after construction were difficult too, but slowly the area improved, and the poor land became a rich garden. Now one of the biggest agricultural areas of Catalonia, it is still expanding, with a further 50.000Ha being irrigated under new plans today.
